Nearly 600 Scientists call for Government to reject Rosebank

575 scientists and healthcare professionals have called on the Government to not roll back on tackling the climate crisis and reject the Rosebank oil field.

A group of climate scientists, earth scientists, conservationists, ecologists, health professionals and more added their name to an open letter to Prime Minister Andy Burnham and Energy Secretary Miatta Fahnbulleh laying out that science-led opposition to Rosebank.

Signatories include Joanna Haigh CBE FRS (Emeritus Professor of Atmospheric Physics, Imperial College London), Professor Julia Steinberge (Professor of Societal Impacts of Climate Change, University of Lausanne) and Professor Paul Behrens (Oxford Martin School, University of Oxford).

In the letter, coordinated by Zero Hour and UpLift, scientists outlined concerns including "devastating impacts of climate change on our health, food security and the economy are already being felt by communities across the UK" and made clear that the "estimated cost of the damage caused by the oil and gas produced at Rosebank would be between £119 billion and £336 billion over the coming decades".

Re: Don’t roll back on tackling the climate crisis. Reject the Rosebank oil field

We, a group of climate scientists, earth scientists, conservationists, ecologists, health professionals and others, are writing to ask you to reject the re-submitted application for drilling in the Rosebank oil field. 

We are acutely aware of the existential threat that humanity faces from climate change and the destruction of nature. The burning of fossil fuels by humans led to 2024 becoming the first full calendar year to exceed the 1.5°C threshold, at 1.6°C above the pre-industrial estimates resulting in the World Meteorological Organisation confirming that the last 11 years have been the 11 warmest years on record.

The devastating impacts of climate change on our health, food security and the economy are already being felt by communities across the UK, as was very clear this summer. 2026 is the third worst year on record for wildfires, which alongside extreme temperatures has left much of England and Wales facing drought. July alone was the driest month since records began. The cost of heatwaves alone this summer is estimated to be over £4.4bn

We welcome the progress made by this Labour Government, including not to issue new licences to explore new fields, a demonstration of international leadership. We share the concern expressed in the 2024 Labour manifesto acknowledging that climate change is “the greatest long term threat”, but that must now be followed up with science-informed decisions. 

We believe that approval of Rosebank would be ignoring the warnings of scientific research on climate change and would be the wrong decision for the UK, sending a dangerous message on the international stage.

As you will know, the previous decision to approve the Rosebank oil field was deemed unlawful due to the fact it did not factor in Scope 3 emissions. The new re-submitted application demonstrated that the burning of 500m barrels of oil and construction of the Rosebank oil field would add an additional 200m tonnes of CO2: equal to more than the annual CO2 emissions of the lowest 28 low-income countries in the world.

Maybe even more shockingly, Rosebank is predominantly for export, and has no ability to reduce the household cost of energy or increase UK supply in any meaningful way.

Moreover, the Climate Change Committee assesses that credible or "credible-with-risks" plans currently cover only 93 of the 157 MtCO₂e of emissions reductions needed to meet the UK's 2030 target, meaning the Government's current pathway - even without any potential Rosebank extraction - will fall far short of this target without additional actions as laid out in the progress report recommendations

This Parliament is critical for protecting communities and meeting our Nationally Determined Contribution (NDC) to stay below 1.5°C. We have a small and rapidly closing window to act. Your Government has announced some promising proposals, but if they are not at the scientifically-required scale and ambition we will fall short and risk rising costs to communities.

The public are already facing negative health outcomes, rising costs and greater uncertainty as a result of climate change. Approving Rosebank would only lock communities into that cycle. As a recent report made clear, the estimated cost of the damage caused by the oil and gas produced at Rosebank would be between £119 billion and £336 billion over the coming decades, compared with just £28.7 billion in value to the UK estimated by Adura, the developer behind Rosebank.

Our conclusions are that Rosebank is not compatible with the UK Government’s national and international obligations to protect communities from the adverse effects of climate change. 

Communities are already facing rising costs because of drought, excess deaths because of heatwaves, and loss of land due to wildfires. This is a matter of national security and approving Rosebank would be adding fuel to the fire. A Government’s first responsibility is to prioritise above all else the best interests of the people it serves and protects - approving Rosebank would be completely going against this principle, by knowingly triggering more devastation on the people of the UK.

Please do not ignore the science. Will you reject the Rosebank oil field application?
